When an objective says a learner should “understand a process,” almost anything can qualify as relevant. Background context, edge cases, historical detail, policy language — it all sneaks in.
Nothing feels optional. Everything feels defensible.
Why Fuzzy Objectives Create Bloated Content
Vague objectives don’t just weaken assessment. They change behavior upstream.
Designers add information “just in case.” Stakeholders request coverage “to be safe.” Review cycles expand as people debate interpretation instead of intent.
Over time, content stops being a tool for decision‑making and becomes an encyclopedia.
A Pattern We See in the Field
Teams rarely choose vague objectives.
They inherit them — from legacy programs, regulatory language, or prior designs — and then build entire learning experiences around language no one feels empowered to sharpen.
The result is content that is technically aligned and practically unusable.

When outcomes are explicit, it becomes obvious what’s not included. Stakeholders worry about gaps. Reviewers worry about risk. Leaders worry about accountability.
So teams retreat to safer language — and content swells again.
Why AI Makes This Non‑Negotiable
AI systems cannot infer intent from fuzzy objectives.
They need explicit signals: decisions, actions, conditions, consequences.
When outcomes are clear, AI can support practice, feedback, and adaptation. When they aren’t, AI simply accelerates noise.
This is why many AI pilots stall. The technology is capable. The content isn’t ready.
